The Maryland Department\r\nof Labor, BEACON Office, is seeking a highly qualified IT Lead Engineer to\r\nserve as a Senior Web Developer and Technical Lead. This position is\r\nresponsible for the�architectural design,\r\ndevelopment, and maintenance of enterprise-level web applications that support\r\nthe�BEACON unemployment\r\ninsurance modernization project. The successful candidate will work closely\r\nwith�project managers, UI\r\nstaff, directors, and executive leadership to guide business rules, design,\r\nfunctionality,�and policy decisions.\r\n\r\n\r\n

Main Purpose of Job

The IT Lead Engineer serves as a Senior Web Developer and Technical Lead responsible for the architectural design, development, and maintenance of enterprise-level web applications. This role involves high-level programming, mentoring junior staff, and ensuring that web solutions meet state security, accessibility, and performance standards.\r\nThe position is in daily contact with the vendor and project manager to plan and review use cases, requirements, and business process rules for the BEACON project, while also working with program administrators and supervisors to ensure specific program requirements are incorporated into the UI Modernization plan.

POSITION DUTIES

Application Development & Architecture (40%)�\r\nDesign and write clean, scalable code for complex web applications. Lead the\r\ntransition from business requirements to technical architecture. Manage both front-end\r\nand back-end integration and ensure database optimization.\r\n\r\n\r\n\r\nTechnical Leadership & Mentoring (40%)�\r\nGuide a team of developers through code reviews, pair programming, and technical\r\ntroubleshooting. Establish best practices for the Software Development Life Cycle\r\n(SDLC) and provide guidance on modern design patterns.\r\n\r\n\r\n\r\nTesting & Quality Assurance (10%)\r\nOversee the implementation of automated testing suites (unit, integration, and end-to-\r\nend). Ensure all web applications are cross-browser compatible, responsive, and meet\r\nstate-mandated security protocols.\r\n\r\n\r\n\r\nTechnical Management & Collaboration (5%)�\r\nCollaborate with Project Managers, UI/UX designers, and stakeholders to define\r\nproject scopes and timelines. Lead sprint planning and provide accurate technical\r\nestimates for deliverables.\r\n\r\n\r\n\r\nDocumentation (5%)�\r\nMaintain comprehensive technical documentation, including API references, system\r\narchitecture diagrams, and deployment guides.\r\n\r\n

MINIMUM QUALIFICATIONS

Units will select those candidates most closely demonstrating the\r\nqualifications for interview.�\r\nEducation: A Bachelor's\r\ndegree from an accredited college or university in Information Technology,\r\nComputer Science, Management Information Systems, or other information\r\ntechnology related field.\r\nExperience: One year of\r\nexperience designing, developing, testing, implementing and maintaining\r\napplications systems and programs using generally accepted computer programming\r\nlanguages or other developmental tools.\r\nNotes:�\r\n1. Candidates may\r\nsubstitute six credit hours of coursework in application analysis and\r\nprogramming using generally accepted computer programming languages or other\r\ndevelopmental tools for six months of the required experience.\r\n2. Candidates may\r\nsubstitute graduation from an accredited high school or possession of a high\r\nschool equivalency certificate and eighteen months of experience converting\r\ndata from project specifications by writing program code using generally\r\naccepted computer programming languages or other developmental tools for the\r\nrequired education.\r\n3. Candidates may\r\nsubstitute graduation from an accredited high school or possession of a high\r\nschool equivalency certificate and fifteen credit hours from an accredited\r\ncollege or university in systems analysis and application programming using\r\ngenerally accepted computer programming languages or other developmental tools\r\nfor the required education.\r\n4. Candidates may\r\nsubstitute experience in one of the following areas: operating computers,\r\nscheduling, controlling input and output or maintaining backups or data\r\nstorage, processing data on computers, evaluating, implementing and maintaining\r\nhardware and software on a year-for-year basis for a high school education.\r\n\r\n\r\n5. Candidates may\r\nsubstitute U.S. Armed Forces military service experience as a commissioned\r\nofficer in Computer Systems Programming classifications or Computer Systems\r\nProgramming specialty codes in the Information Technology field of work on a\r\nyear-for-year basis for the required experience and education.\r\n

SELECTIVE QUALIFICATIONS

Applicants\r\nmust meet the selective qualification(s) to be considered. Include clear\r\nand specific information on your application regarding your\r\nqualifications.\r\n(6) months of experience\r\nwith enterprise-level web application design and development.\r\n\r\n(6) months of experience\r\nwith front-end and back-end integration and database optimization\r\n\r\n

Preference will be given to applicants who\r\npossess the following preferred qualification(s). Include clear and\r\nspecific information on your application regarding your qualifications.\r\nExperience working on government IT\r\nmodernization or unemployment insurance systems.\r\nExperience with BEACON or similar benefits\r\nadministration platforms.\r\n\r\n\r\nExperience with technical documentation\r\nincluding API references and system architecture diagrams.\r\n
