Main Purpose of Job

The State Medicaid program is\r\nan entitlement program managed and implemented by the Maryland Department of\r\nHealth, and it provides health care access and services to over a million\r\nMaryland citizens. This position will serve as the Office of Budget Analysis' Budget Analyst for the Medicaid portfolio as an employee of the Department of\r\nBudget and Management.�\r\nIf hired you will:\r\n*Complete quarterly or monthly\r\nforecasting of Medicaid and Maryland Children’s Health Insurance Program (MCHP)\r\nenrollment and report trends to agency leadership;\r\n*Track monthly spending of\r\nMedicaid and Maryland Children’s Health Insurance Program (MCHP) entitlement\r\nprograms and report trends to agency leadership;\r\n*In addition to Medicaid and\r\nMCHP enrollment and spending projections, the Medicaid analyst is responsible\r\nfor projecting pharmacy rebates, Medicare Part D Clawback and enrollment,\r\nMedicare Parts A and B enrollment and spending, and other projections as needed;\r\n*This position has direct\r\nresponsibility for analysis of operating budgets to assigned State agencies.�\r\nIn addition to the\r\nresponsibilities outlined above that are unique to Medicaid, if hired you will:\r\n* Conduct reviews of all\r\nbudget expenditures of Executive Branch units of government;\r\n* Make recommendations to the\r\nSecretary of the Department for greater efficiency in those units, and to\r\nsupport the policy goals and objectives of the Moore Administration;\r\n* Analyze and prepare budgets\r\nof assigned agencies;\r\n* Assist in the management of\r\nthe States operating budget process;\r\n* Review and analyze agency\r\nperformance data.�\r\nThe selected candidates should\r\nhave:\r\n* An understanding of budget\r\nand policy analysis;\r\n* Strong analytical skills,\r\nincluding understanding of mathematical concepts and an ability to review,\r\nmanipulate and analyze data in Microsoft Excel;\r\n* Excellent written and verbal\r\ncommunication skills;\r\n* An ability to write clear\r\nreports and make presentations on budget recommendations to senior management\r\nand other officials;\r\n* An ability to work\r\nindependently, in teams, and under pressure.\r\nThe selected candidate should\r\nbe available to work extended hours as required to meet budget deadlines,\r\ntypically at times during the formulation of the Governor’s Budget Allowance\r\nfrom September through January.�Note that extended hours\r\nworked result in earned leave, which can be used at other times in the year.�\r\n***This is a special appointment\r\nposition that will serve at the pleasure of the appointing authority.***�\r\nThe Office of Budget Analysis\r\nhas a flexible telework policy, with the option to be fully in person or to\r\ntelework several days a week.\r\n

MINIMUM QUALIFICATIONS

Master’s degree is preferred from an accredited college or\r\nuniversity in public administration, public policy, business administration,\r\neconomics, finance, or a related field. Applicants currently enrolled in a\r\nMaster’s program are eligible to apply.\r\nBachelor’s degree and equivalent relevant experience as\r\ndetermined by the search committee also eligible to apply.\r\nThe grade an applicant will be hired at (Budget Analyst III\r\nor IV) will be determined by the search committee based on a combination of\r\nrelevant education and work experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications\r\n* Experience specifically with entitlement programs (e.g.:\r\nMedicaid, Temporary Assistance for Needy Families, Supplemental Nutrition\r\nAssistance Program, Social Security), including forecasting, budget\r\nformulation, program analysis, analysis of federal and state policies impacting\r\nMedicaid programs, etc.\r\n* Experience in budget formulation, including economic\r\nanalysis or budget planning, formulation, review or management;\r\n* Masters degree in one of the fields mentioned above, or\r\nBachelor’s degree with equivalent experience as determined by the search\r\ncommittee;\r\n* Experience working in the areas of State government, such\r\nas health care financing and administration, government services (facilities\r\nmanagement, information technology, etc.), social services, primary and\r\nsecondary education, higher education, public safety and juvenile services, or\r\nnatural resources and the environment;\r\n* Experience in performance budgeting concepts;\r\n* Proficiency using Excel, including knowledge of formulas\r\nand pivot tables.\r\n
