Main Purpose of Job

The Policy Manager will oversee three main areas of SSA: policy, practice, and policy\r\ntraining. The Policy Manager will manage policy development, dissemination,\r\nimplementation, and will equip staff at SSA and local jurisdictions who administer child\r\nwelfare and adult services programs to be consistent with applicable laws and\r\nregulations, SSA mission and vision.�\r\n

POSITION DUTIES

\r\n\r\n\r\n Develops, initiates, reviews, and assesses current policies to ensure that SSA’s mission is fulfilled by providing appropriate management to internal partners in the area of Adult Services, Child Welfare, and Operations.�\r\n Interprets and develops standards, procedures, and policies in accordance with local, State, and federal regulations.�\r\n Reviews new written policy for content, interpretation of law, implementation, and standard formatting.�\r\n Enforces regulatory compliance as well as evaluating efficiency, effectiveness, and quality of services.�\r\n Keeps abreast of federal and State legislative initiatives and changes in service programs and communicates these to administration and staff and revises or develops new policy and regulations in response to new legislative changes.�\r\n Reviews and writes Human Services bills Performs and manages complex and sensitive professional planning projects, research, and analysis.\r\n Monitors and ensures compliance with local, state, and federal laws.\r\n Oversees specialized planning functions such as large-scale new policy development proposals.\r\n Provides overall management of division-related policy issues.\r\n Provides consultation and technical assistance in regard to policy to internal staff.�\r\n Provides one to one or unit level support to SSA program staff to manage all steps required to release and implement policies.�\r\n Leads SSA staff to develop tracking systems to measure requirements from policies and regulations.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:� A Bachelor's degree from an accredited\r\ncollege or university.\r\nExperience: Six (6) years of experience in administrative\r\nstaff or professional work. Two (2) years of this experience must have involved\r\npolicy development, legislative analysis, or regulatory oversight within a\r\nHuman Services, Social Work, or Government Social Services setting.\r\nNote: A Master's degree from an accredited college or\r\nuniversity may substitute for one year of the required general experience.\r\nAdditional experience may substitute on a year-for-year basis for the required\r\neducation.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n Three years of professional experience working directly with Child\r\n Welfare or Adult Services programs with a working knowledge of Title IV-E\r\n regulations.\r\n Three years of professional experience leading large-scale planning\r\n projects or workgroups involving multiple internal and external\r\n stakeholders (e.g., LDSS Directors, Attorney General's Office, Office of\r\n Government Affairs).\r\n A\r\n Master’s degree in Social Work (MSW), Public Administration, Public\r\n Policy, or a related field.\r\n\r\n\r\n
