POSITION DUTIES

This is a SPECIAL APPOINTMENT position. The incumbent will work at the pleasure of the appointing authority.�\r\nThe Maryland Police and\r\nCorrectional Training Commissions (MPCTC) is seeking a Program\r\nAdministrator/Instructor to join the Leadership Development Institute at the\r\nPublic Safety Education and Training Center in Sykesville, MD. This pivotal\r\nrole is responsible for the strategic oversight, design, and delivery of\r\nhigh-impact training programs, ensuring that all curricula, including mandated\r\nFirst Line Administrator, First Line Supervisor, and Basic Instructor programs,\r\nare current, meet Code of Maryland Regulations (COMAR) standards, and reflect\r\nindustry standards. The position will be responsible for administering,\r\nfacilitating, and instructing� in-person\r\nclasses.\r\n\r\n\r\n\r\n\r\n Curriculum Innovation\r\n and Teaching - Develop, revise, and implement lesson plans, training materials,\r\n practical scenarios and assessments tailored to executive and supervisory\r\n leadership and other relevant public safety training programs for both mandated\r\n and non-mandated programs. Facilitate and deliver in-person training and\r\n workshops, ensuring learning objectives are met and participants are engaged.\r\n Conduct on-going research to update courses and training materials.\r\n Strategic Oversight -\r\n Manage training schedules and collaborate with external trainers to ensure\r\n resource efficiency and instructional quality. Maintain comprehensive and\r\n accurate records of training activities and participant progress. Evaluate and\r\n revise programs for effectiveness and relevancy.\r\n Regulatory Compliance -\r\n Ensure all programs, training initiatives, and instructional materials are\r\n current, meet COMAR and industry standards, and maintain educational integrity.\r\n Mentorship &\r\n Collaboration – Provide technical assistance and instructional support across\r\n MPCTC units to foster a cohesive, state-wide approach to public safety\r\n training.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or\r\nuniversity.\r\n\r\nExperience: Five years of\r\nexperience as a public safety professional.\r\n\r\nNotes:\r\n\r\n1. Additional experience in professional work may be substituted on a\r\nyear-for-year basis for the required education.\r\n\r\n2. Additional graduate level education at an accredited college or\r\nuniversity may be substituted at the rate of 30 semester credit hours on a\r\nyear-for-year basis for the required general experience.\r\n\r\n3. Candidates may substitute U.S. Armed Forces military service\r\nexperience as a commissioned officer involving staff work related to the\r\nadministration of rules, regulations, policy, procedures and processes, or\r\noverseeing or coordinating unit operations or functioning as a staff assistant\r\nto a higher ranking commissioned officer on a year-for-year basis for the\r\nrequired education and experience.\r\n

SELECTIVE QUALIFICATIONS

1. A minimum of three\r\nyears of experience in planning, teaching, organizing, and implementing\r\nleadership, human resources, basic instructor (or train the trainer),\r\nprofessional development, and/or public safety training.\r\n\r\n2. Possession of a\r\nMPCTC Instructor Certification or the ability to obtain certification within\r\nsix months of hire.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

1. A minimum of two\r\nyears of experience as a First Line Supervisor or First Line Administrator in\r\npublic safety in the public safety profession.\r\n\r\n2. Experience in logistics required for\r\nprogram/curriculum development and delivery.\r\n
