Main Purpose of Job
This position oversees the full lifecycle of AI development from initial ideation to deployment ensuring that all automated solutions and machine learning models align with departmental goals, ethical standards, and State policy. The Lead conducts technical reviews to inform decision-making regarding AI investments and ensures the accuracy, integrity, and scalability of the agency's intelligent systems. This position holds overall accountability for the Enterprise AI Strategy, including the end-to-end Design, Development, and Deployment (MLOps) of high-impact predictive models and automated systems. The role leads Organizational Change Management for AI adoption, manages complex stakeholder interfaces across federal and state lines, and manages the AI Strategy budget required for AI-driven transformation. Furthermore, the position manages State and Federal AI Initiatives within Child Support programs, providing technical governance and programmatic oversight to ensure AI solutions are ethical, accurate, and scalable.\r\n
POSITION DUTIES
AI Strategy & Lifecycle Management�\r\n\r\n Leads the development of AI tools and Generative AI solutions.\r\n Oversees the transition of AI projects from PoC to production, ensuring technical feasibility and alignment with the OTHS roadmap.�\r\n Develop and execute the product vision, strategy, and approach for AI that aligns with OTHS and Maryland Benefits platform, and the State’s goals.\r\n\r\nTechnical Leadership & Accuracy Governance�\r\n\r\n\r\n Monitors and maintains the agency’s established AI governance framework.\r\n Conducts regular technical audits of deployed models to ensure they meet strict accuracy benchmarks and security protocols.�\r\n Directs and oversees the AI IT team which provides strong customer service to both internal and external customers that meets or exceeds the standards set by the Department.�\r\n Directs and oversees AI Initiatives, systems training, and programs to� ensure OTHS meets the needs of the service population and improves IT systems, processes, and procedures to positively increase performance.\r\n Directly supervises a team of individual contributors (Data Scientists/Developers).\r\n Assigns workloads, evaluates performance, and provides mentorship on advanced AI methodologies and Generative AI implementation.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.\r\nExperience: Two years of experience in leading and managing the full end-to�-end lifecycle of Artificial Intelligence (AI) and Machine Learning Operations�(MLOPs) projects.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:\r\nOne year of experience managing AI Strategy budget .\r\nOne year of experience managing complex stakeholder interfaces across federal�and state lines.\r\nOne year experience acting as the primary Subject Matter Expert (SME) to�executive leadership- Chief Information Officer (CIO)Chief Portfolio Officer CPO).\r\nOne year experience State Case Management System such as Child Support Management System (CSMS) and Child Juvenile and Adult Management System (CJAMS).\r\n

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n
