POSITION DUTIES

The main purpose of the position is to serve as the Section Chief for Research and Data in the Accountability and Data Branch. This position coordinates and directs research/data-informing activities, including data collection, analyses, and reporting for the Individuals with Disabilities Education Act (IDEA) Part B and Part C, as well as providing qualitative and quantitative data analyses to be used for programmatic improvement, professional development, and measuring the results of the Division's Strategic Plan. This position is also responsible for assisting in the dissemination of research findings through presentations, publications, and reports at the federal, State and local levels, as well as for providing technical support to the Division and locals (local school systems and public agencies), early intervention and special education leadership-Birth through age 21 system in the analysis and interpretation of data.\r\n\r\n\r\n\r\nPosition Duties include:\r\n\r\n\r\n\r\n \r\n Develops, coordinates, and oversees statewide data\r\n collection, analysis, and reporting activities for the Individuals with\r\n Disabilities Education Act (IDEA) Part C and Part B to support federal\r\n reporting requirements, inform policy and programmatic improvement, guide\r\n professional learning, and evaluate outcomes for children and students with\r\n disabilities.\r\n Directs\r\n and coordinates statewide�research, data collection, analysis, and\r\n reporting activities�related to IDEA Part B and Part C programs serving\r\n children and youth with disabilities from birth through age 21.�\r\n Oversees\r\n the�collection, management, analysis, and reporting of statewide data,\r\n including data from the Online IFSP Database System, IEP systems, and other\r\n State data sources used to monitor program performance and inform\r\n decision-making.�\r\n Leads the development, coordination, and\r\n submission of required federal reports and improvement plans. Provides�quantitative\r\n and qualitative data analyses�to support programmatic improvement,\r\n professional development initiatives, policy development, and evaluation of\r\n progress toward the Division’s Strategic Plan.\r\n Provides�technical\r\n assistance and support to Division leadership, local school systems, and public\r\n agencies�in the analysis, interpretation, and use of data to improve\r\n outcomes for children and youth with disabilities.\r\n Monitors\r\n national, State, and local research and policy developments related\r\n to�early intervention, special education, and data-driven program\r\n improvement, and incorporates findings into program planning and policy\r\n development.�\r\n Supervises�Education\r\n Program Specialists and data managers, including coordinating staff\r\n assignments, providing guidance and oversight, and ensuring the effective\r\n completion of research, data, and reporting activities. Coordinates\r\n staff efforts across research, data, and reporting functions and collaborates\r\n with the�Director for Accountability and Data�and other Division\r\n leadership to ensure alignment with strategic priorities.\r\n \r\n\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\nEDUCATION:� A bachelor’s degree in education or a related\r\narea from an accredited college or university.\r\n\r\n\r\nEXPERIENCE:\r\nFour years of administrative experience in, or\r\naffiliated with, an education program, including two years of�experience\r\nin coordinating or administering an education program�involving education\r\ndata research or data analysis.\r\n\r\n\r\n\r\nNOTES:\r\n1. Candidates may substitute the\r\npossession of a master’s degree or the equivalent of 36 credit hours of post\r\nbaccalaureate course work in Education or a related area for the two years of\r\nrequired experience directly related to the position option.�\r\n2. Candidates may substitute the\r\npossession of a Doctorate degree from an accredited college or university in a\r\nfield related to the position option for three years of the required\r\nexperience.�\r\n3. The required field of education\r\nand experience are unique for each option and are established by MSDE in\r\naccordance with Education Article, Section 2-104 of the Annotated Code of\r\nMaryland.��\r\n4. Candidates may substitute U.S.\r\nArmed Forces military service experience as a commissioned officer in Education\r\nProgram classifications or Education Program specialty codes in the Education\r\nfield of work on a year-for-year basis for the required experience and\r\neducation.\r\n\r\n\r\n

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following\r\npreferred qualification(s). \r\nPlease include clear and specific information on your application\r\nregarding your qualifications.\r\n�\r\n��Experience managing professional staff and\r\nexternal teams in satisfying timelines, deadlines, analyzing complex program\r\nissues, recommending solutions, and maintaining effective working\r\nrelationships.\r\n��Experience working with special education\r\naccountability programs, data collection systems, data manipulation.\r\n��Experience with using SAS, Stata, and/or SPSS.\r\n��Experience in data management/analysis and in\r\ncreating data collection systems.\r\n��Experience writing computer programs to\r\norganize and clean data in order to create valid analysis datasets\r\n��Experience interpreting/summarizing research\r\nfindings and providing technical guidance.\r\n��Experience with analyzing complex program\r\nissues and recommending solutions.\r\n

SPECIAL REQUIREMENTS

Candidates�must\r\nconsent to State and FBI (CJIS) background check as a routine procedure for all\r\nemployees and travel throughout the State is required.\r\n
