Federal Grants Accountant
Location: Winthrop, MEWork Model: Onsite with up to 2 remote days/week after 6 months (management approval)Schedule: Full‑time, 40 hours/week, Monday–Friday, between 7:00 AM–5:00 PM
Overview
The Federal Grants Accountant provides primary oversight of the Disability Determination Services (DDS) operating budget and ensures compliance with Federal (SSA) and State fiscal policies and procedures. This role requires advanced accounting and fiscal operations skills to support accurate grant management and ensure that Maine receives the funding necessary to process Social Security Disability applications. The position plays a critical role in maintaining timely, accurate fiscal operations and supporting agency leadership. Any successful candidate(s) will be required to complete a Tier 2 Social Security Services background check prior to starting their assignment with Maine DDS.
Key Responsibilities
Oversee fiscal processes for the DDS operating budget (approx. $10M annually).
Prepare accurate fiscal documentation, annual budgets, quarterly spending plans, monthly obligation reports, and the Schedule of Expenditures of Federal Awards (SEFA).
Manage bill processing, transmit weekly payment files, and monitor expenditures to ensure spending does not exceed federal funding levels.
Ensure availability of funds needed to support federal program workloads.
Maintain, store, and archive financial documents for audit compliance.
Consult with the agency Director regarding fiscal operations and budget impacts.
Reconcile complex accounts; prepare financial information; initiate corrections and adjusting entries.
Evaluate, develop, and recommend improvements to accounting systems and procedures.
Prepare expenditure, revenue, budget status, and year‑end financial reports.
Interpret accounting principles and ensure compliance with governing laws, rules, and regulations.
Analyze fiscal reports and communicate implications to program leadership.
Knowledge, Skills, and Certifications
Candidates should demonstrate:
Knowledge of generally accepted accounting theories, principles, methods, and practices.
Understanding of State and Federal accounting requirements related to funding sources, expenditure tracking, and revenue reporting.
Ability to apply GAAP and GASB guidelines.
Skill in reconciling accounts, initiating corrections, and preparing adjusting entries.
Ability to develop, assess, and improve accounting procedures.
Experience preparing financial statements, narrative summaries, and statistical reports.
Ability to forecast revenue and project expenditures.
Skill in analyzing fiscal reports and explaining program impacts.
Schedule
Full‑time, 40 hours/week.
Work hours scheduled between 7:00 AM and 5:00 PM, Monday–Friday.
No on‑call responsibilities.
Hybrid work (up to 2 remote days/week) may be approved after the first 6 months, based on performance and management approval.
