Salary: Level 12 Step 1 ($142,291.50 annually)

Reporting to the Executive Director, the Director of Human Resources is responsible for managing the TH Government’s human resources and labour relations functions, programs, services and processes, in alignment with TH’s mission, vision and strategic priorities, and in accordance with applicable legislation and policies (including the TH Personnel Manual). Key functions include, but are not limited to, recruitment, selection, training and development, succession planning and performance management, labour relations and disciplinary processes, occupational health and safety, policy and legislative compliance, and employee compensation and benefits. The incumbent is responsible for maintaining and developing the Department’s information systems, identifying risks and gaps that may impact the well-functioning of the TH Government, and facilitating organizational change. The incumbent is responsible for supporting and managing department jëje-in, while respecting confidentiality and maintaining a cohesive and productive working group. The incumbent works to create and foster a healthy, positive and respectful work environment within the TH Government, where jëje-in do not experience harassment, bullying and other behaviour that negatively impact workplace morale and employee retention. 

 

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:  

  • Post-secondary degree (preferably a master’s degree) in human resources management or a related field of study, combined with demonstrated experience working in human resources, industrial relations, labour relations, capacity development, education and training, or similar profession. An equivalent combination of education, knowledge, skills and experience may be considered. 
  • A minimum of three years of experience administering human resources processes and procedures.  
  • A minimum of three years of demonstrated experience working in a management role supervising jëje-in. 
  • Demonstrated experience coordinating employee relations, mitigating employment risks, conducting mediations, and managing conflict in a workplace environment. 
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and videoconferencing technologies. 
  • Experience with financial management, including budgets and resource management. 
  • Experience developing strategic plans, workplans and implementing organizational change.  
  • Thorough knowledge of federal Employment Legislation and Regulations, Canada Labour Code, Canadian Human Rights Act and Government of Yukon’s Workers’ Safety and Compensation Act. 

 

Assets:  

  • Certified Human Resources Professional (CHRP) designation. 
  • Experience implementing and utilizing Human Resources Information Management Systems. 

 

Conditions of Employment:

  • Standard First Aid Certification.

  • TH101 Cultural Awareness training
