The assignment aims to equip the implementing partner and key facilitators with the knowledge, tools and methodologies required to effectively deliver STEP 2.0, thereby strengthening the leadership, change management and problem-solving capacities of health supply chain leaders and managers to drive immunization supply chain transformation and implementation of the priorities identified in Bolivia's National Immunization Supply Chain Roadmap.

Background & Rationale

Bolivia's National Health Plan 2026-2030 and the Expanded Programme on Immunization (PAI) Roadmap 2026-2030 recognize that a resilient, integrated and sustainable immunization supply chain is essential to ensure equitable access to vaccines and immunization supplies across the country. Recent challenges, including declining vaccination coverage, a sustained measles outbreak, increasing supply chain complexity, and the country's preparation for the progressive transition from Gavi support, have reinforced the need to strengthen supply chain performance, resilience and sustainability.

Since 2024, UNICEF's Latin America and Caribbean Regional Office (LACRO) has been supporting countries across the region to strengthen public health supply chains through the comprehensive supply chain maturity assessments and the development of National Supply Chain Roadmaps.

As part of this agenda, immunization supply chain maturity assessment in Bolivia identified strengths and opportunities across key supply chain functions and highlighted workforce capability, leadership development and change management as critical enablers for sustainable system improvement.

The findings confirmed that while investments in infrastructure, digital tools and logistics systems remain important, the performance and resilience of the immunization supply chain ultimately depend on the capacity of leaders and managers at national and subnational levels to drive change, make evidence-based decisions, manage risks and coordinate across institutions. The assessment also identified the need for a more structured and standardized approach to leadership and change management within the PAI and the nine Departmental Health Services (SEDES).

To address these priorities, UNICEF LACRO will support the implementation of the 2nd generation Strategic Training Executive Programme (STEP 2.0) in Bolivia.

STEP 2.0 is a leadership and change management programme designed to strengthen the capacity of supply chain leaders and managers to lead transformation initiatives, solve complex operational challenges and accelerate implementation of the priorities identified in the National Supply Chain Roadmap. The programme will contribute to building a stronger, more resilient and sustainable immunization supply chain workforce capable of driving continuous improvement and ultimately improving health outcomes for children and communities across Bolivia.

This will be the first STEP 2.0 program administered in Latin America and the Caribbean region and the first delivered in Spanish.

To date, there have been 27 programs (English, French, and Portuguese) with just under 1000 leaders from 33 LMIC countries graduating.

STEP 2.0 is a unique public private partnership that infuses private sector subject matter experts with public sector leadership. To date, just under 200 private sector leaders have participated in the program.

STEP 2.0 is a 4–6-month leadership development and change management program that is presented in 3 phases:

• Program preparation (4 weeks)

• Workshop (5 days)

• Challenge period (3-4 months)

The program is administered through a third party “Implementing Partner”.

Implementing partners are, traditionally, selected from a vetted group of approved training institutions.

Because this is the first program in Latin America and the Caribbean region, a new Implementing Partner will be selected.

STEP 2.0 governance requires that the new Implementing Partner will be trained and guided by a vetted program authority prior to, and during, implementation. The STEP 2.0 Advisor is responsible for this set of duties.

Purpose of this consultancy

The purpose of this ToR is to select an individual consultant (advisor) to design, adapt and deliver STEP 2.0 Training of Trainers (ToT) to the new Implementing Partner and UNICEF staff.

There are two primary responsibilities for the STEP 2.0 Advisor:

• Onboarding and facilitation of the Training of Trainers for a new Implementing Partner:

o Proposed: 3-day in-person workshop at UNICEF LACRO in Panama City, Panama

• On-going support, oversight, and guidance

o Throughout the programme implementation

Key Activities/Tasks

• Onboarding and facilitation of the 3-days in-person STEP 2.0 Training of Trainers at UNICEF LACRO, Panama for a new Implementing Partner.

• Support during private sector coach on-boarding session.

• Ensure ongoing virtual support to Implementing Partner during all programme duration.

• Coordinate bi-weekly virtual support meeting with Implementing Partner and UNICEF during all programme duration.

• Ensure virtual support for graduation ceremony and program closeout

Total duration of the programme is 4-6 months.

Timelines might be adjusted as per government request or by cases of force majeure.

Bachelor's degree in public health, Health Policy and Management, Social or Behavioral Science, Economics, other related fields.

Prior experience delivering STEP/STEP 2.0 or a comparable Gavi/People that Deliver (PtD)-affiliated supply chain workforce development programme.
Prior experience delivering STEP/STEP 2.0 Training of Trainers (ToT) or a comparable Gavi/People that Deliver (PtD)-affiliated Training of Trainers
Demonstrated expertise in leadership development, change management and/or immunization or health supply chain management.
Demonstrated expertise in delivering the STEP 2.0 curriculum (or an equivalent leadership/change-management curriculum)

Language requirement:

Fluency in English required. Knowledge of Spanish is an asset

Workplace: The consultancy is home-based.

Duration: 6 months approx. from August 2026 to February 2027.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
