Reporting directly to the Chief, Human Resources, the position supports the administration of fixed-term staff across the employment life cycle, including on-boarding, benefits and entitlements, payroll coordination, and separation. The incumbent serves as a key point of contact on employment conditions, ensuring accurate application of policies and procedures. The role contributes to HR data management, reporting, and system integrity (Quantum cloud-based ERP platform), while collaborating with finance and other stakeholders to ensure quality and compliance. It also supports host country protocol matters, provides guidance to support staff, and contributes to process improvements and effective delivery of HR services.

 

Responsibilities

Under the direct supervision of the Chief, Human Resources Section, the incumbent will perform the following duties:

1. Manage the entire administrative assignment life cycle of staff on fixed term positions (RB and XB posts), including JPOs and secondees from both WMO and its connected entities including post management, on-boarding, benefits and entitlements management, and separation administration. Specifically:

  • Prepare and regularly update relevant briefing materials and conduct independent induction sessions and briefings to newly appointed staff members at all levels.
  • Set up new staff members in the Quantum cloud-based ERP platform, ensuring accurate and timely processing of initial entitlements.
  • Act as primary focal point and helpdesk for staff members on all questions on employment conditions, social security benefits and entitlements in accordance with WMO Staff Regulations & Rules, Standing Instructions, practices and standards.
  • Review, determine eligibility, and process requests for benefits and entitlements and make recommendations to the Chief regarding exceptions to the Staff Rules and Regulations. Implement entitlements in the Quantum cloud-based ERP platform.
  • Identify exceptional cases, research precedents and prepare creative solutions and recommendations to support the granting of waivers or exceptions.

2. Guide and train General Service (GS) staff to provide support in matters related to benefits and entitlement administration.

3. Coordinate closely with the Finance Section to the correct finalization of all monthly payroll related functions for fixed term staff members.

4. Together with the payroll officer, act as quality assurance focal point for the accurate processing of benefits and entitlements for WMO staff. Proactively address emerging issues in collaboration with the UNDP service center.

5. Serve as the main focal point for all HR-related data issues, preparing relevant data for internal and external stakeholder such as Executive Management, CEB, auditors, JIU etc.

6. Develop and maintain dashboards for Executive Management and other stakeholders to enable real time and easy access to relevant HR information.

7. Serve as the main focal point for HR-related host-country protocol matters. Supervise GS staff engaging in routine exchanges with host-country representative and engage with the Swiss Permanent Mission to resolve complex cases.

8. Serve as the UNSMIS focal point .

9. Act as HR Coordination Officer in the Quantum HR Core and Payroll systems. 

10. Identify HR-related issues in the Quantum cloud-based ERP platform and resolve problems in the systems by liaising with the Information and Communication Technology Section. 

11. Contribute to the development, update, and review of organizational policies in relevant fields of staff administration, benefits and entitlements, contractual arrangements and condition of service of staff, and keep abreast of developments in the relevant fields. 

12. Work with managers and staff to strengthen understanding of the Human Resources functions and systems, with the goal to promote a culture of high performance, continuous learning and development across the Organization. 

13. Assist in the research, drafting and contribute to policy papers, position papers and briefing notes on a range of human resources issues.

14. Carry out other relevant duties, as required.

 

Requirements

  • Knowledge of human resources policies, practices and procedures and ability to apply them in an organizational setting. 
  • Ability to identify issues, analyse and formulate opinions. 
  • Ability to defend and explain difficult issues with respect to key decisions and positions to staff. 
  • Excellent writing skills and demonstrated ability to draft reports and documents and to express meaningful ideas clearly and concisely.
  • Excellent knowledge of Microsoft Office 365 applications. 
  • Excellent communication, organizational and interpersonal skills. 
  • Willingness to place team agenda before personal agenda and to share credit for team accomplishments and accept joint responsibility for team shortcomings. 
  • Ability to work in a multicultural environment and to foster diversity and team spirit.

 

Master's degree or equivalent in human resources management, business or public administration, social or political sciences, international relations, economics, law, or related area. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

 

  • A minimum of five years of professional experience in human resources and particularly in the areas of benefits and entitlements, HR protocol matters, general administration, or related field, preferably in the United Nations system. 
  • Experience guiding support staff. 
  • Thorough knowledge of the UN Staff Regulations and Rules and HR policies and practices of the UN common system. 
  • Experience working with the Oracle Cloud ERP system.

 

Excellent knowledge of English (both oral and written). Knowledge of French is an asset. 

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The position is funded from regular budget.

Annual net base salary on initial appointment is: US$71,335

Annual post adjustment on initial salary is: US$64,701 (in addition to the net base salary)

 

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
