The Organizational Setting

The Middle East Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and UN Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and regional air navigation plans. The Regional Office also provides technical guidance and assistance to States in their implementation activities. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance when requested.

 

Within this context, the incumbent reports to the Regional Director through the Deputy Regional Director. S/he will be part of the Office team engaged in contributing to and accomplishing the vision, mission and goals of ICAO. S/he will collaborate closely as a team member of the Regional Office for safety and air navigation matters, in order to promote the implementation of safety and air navigation strategies as well as the implementation of the ICAO SARPs, Procedures, plans and policies and Regional Air Navigation Plan (ANP) with particular emphasis on Aerodromes and Ground Aids (AGA). 

 

The Regional Officer AGA provides expert support and advisory services in the field of AGA to States and Administrations in the Middle East Region, and serves as secretary and/or technical adviser to the Middle East Region (MID) Regional Aviation Safety Group (RASG) and Middle East Air Navigation Planning and Implementation Regional Group (MIDANPIRG) contributory bodies on AGA subjects.

Major duties and Responsibilities

  • Implement Regional workplans associated with the Global Plan through various contributions and support, as required, to ensure the efficient and effective implementation of the ICAO Global Air Navigation Plan, the Global Aviation Safety Plan and the relevant ICAO Regional Air Navigation and Aviation Safety Plan requirements; 
  • Support the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) activities; 
  • Monitor and analyze global, inter‐regional, and regional developments in air navigation services and related aviation safety fields, and provide advice to States and ICAO on their impact on ICAO’s overall planning and implementation in the AGA field; 
  • Maintain liaison with and provide support to States, industry, and other stakeholders in regional/sub‐regional AGA-related Aviation System Block Upgrades (ASBU) selection and prioritization through MIDANPIRG; 
  • Promote the implementation of aviation safety and air navigation capacity and efficiency priority initiatives related to AGA, through MIDANPIRG and other relevant bodies.

     

Function 3 (incl. Expected results)
  • Support the efficient and effective implementation of the NCLB projects, as assigned by the Deputy Regional Director; 
  • Ensure the appropriate coordination between the States and ICAO (Regional Office, Air Navigation Bureau, and Capacity Development and Implementation Bureau) regarding the Technical Assistance and Technical Cooperation programmes/projects, as assigned; 
  • Provide assistance and guidance to States to support the resolution of air navigation deficiencies and enhance the safety oversight; 
  • Assist States by organizing, conducting and/or participating in conferences, seminars, workshops, and meetings.

     

Function 4 (incl. Expected results)
  • Lead, organize, support the elaboration of, and participate in RO‐organized events with regional and international organizations, aimed at developing capacity or addressing specific AGA-related challenges;
  • Serve as Secretary and/or Technical Adviser at AGA-related meetings; 
  • Represent ICAO at seminars, workshops, meetings, events and present consistent explanations of SARPs and global viewpoints on the use of aerodromes for international civil aviation; 
  • Prepare reports on analyses of technical/operational aspects of civil aviation, and prepare working papers, reports, briefs, correspondence, etc.; 
  • Ensure the harmonized and coordinated implementation of the AGA-related ICAO SARPs, GANP, GASP, regional plans, and work programmes of appropriate ICAO groups;
  • Ensure the efficient and effective use of resources directed to the implementation of the AGA-related Region’s plans and programmes.

Qualifications and Experience
Education

An advanced level university degree (Master’s Degree or academic equivalent) in aviation, engineering, science, aeronautics, or a related field, is required. A first‐level university degree, in combination with an additional two (2) years of qualifying experience in aviation, engineering, science, aeronautics, or a related field, may be accepted in lieu of the advanced university degree.

Professional experience                                   

•    Fluent reading, writing and speaking abilities in English.

 

  • A working knowledge of Arabic or any other language of the Organization (Chinese, French, Russian, or Spanish).

Professionalism: Advanced knowledge of the ICAO provisions on aerodromes, and related air navigation and aviation safety matters. Knowledge of ICAO’s work and functions aimed at enhancing global civil aviation safety, increasing capacity and improving efficiency of the global civil aviation system; ability to produce reports and papers on technical issues; familiarity with activities concerning aerodrome related research and developments in progress in the ICAO Middle East Region; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Conditions of Employment

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). 

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The Standards of Conduct for the International Civil Service adopted by ICAO, which are applicable to all staff members, are defined in the ICAO Service Code (Staff Regulations).

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
