The Risk & Compliance Analyst is a high-impact oversight role designed to navigate South Sudan’s complex operating environment. The incumbent acts as the strategic architect of the Harmonized Approach to Cash Transfers (HACT) and the primary internal "check and balance" for the Country Office (CO). Responsibilities span the entire partnership lifecycle, from the rigorous vetting of NGOs to "last-mile" validation of life-saving supplies—ensuring that risk mitigation measures are effectively implemented, not just documented. The incumbent reports directly to the Deputy Representative.

It continues to prioritize the “three transformative results”, ending the unmet need for family planning, eliminating preventable maternal deaths, and stopping gender-based violence and harmful practices. A pivotal addition to this cycle is a fourth outcome focused on demographic resilience, which seeks to help nations navigate complex population shifts, such as aging and urbanization, while ensuring that individual rights and reproductive choices remain at the heart of national policies.

To accelerate progress toward the Sustainable Development Goals (SDGs), the plan shifts toward a more integrated approach that bridges humanitarian, development, and peace efforts. By leveraging advanced data analytics and artificial intelligence, UNFPA aims to pinpoint and support those "furthest behind," directly contributing to SDG 3 (Good Health and Well-being) and SDG 5 (Gender Equality). This strategic framework emphasizes sustainable financing and localized agility, ensuring that even in climate-vulnerable or conflict-affected regions, the global community remains on track to fulfill the promise of the 2030 goals.

The role of a Risk and Compliance Analyst supports safeguarding of the organization’s integrity, resources, and reputation. The overarching goal of this position is to de-risk the organization’s operations by ensuring that partnerships are transparent, internal controls are airtight, and staff/partners are equipped to prevent fraud. This position supports balancing high-level strategic oversight with "last-mile" field validation to ensure that every dollar and resource reaches its intended destination without being diverted by fraud or mismanagement.

●    Minimum of 2 years of professional experience in risk management, internal audit, or compliance. 
●    Deep understanding of the HACT framework, COSO internal control standards, and the UN Partner Portal (UNPP).
●    Proven ability to analyze complex financial data and identify patterns of irregularity or systemic risk.
●    Proven experience working in non-permissive or high-risk humanitarian environments. Specific experience in East Africa or South Sudan is a significant advantage.
●    Ability to analyze complex financial data and identify patterns of irregularity.
