ROLE
WHC LLC (A Surerus Murphy Company) (WHC), is seeking to recruit a Quality Control Lead. The QC Lead is accountable for the planning, execution, and continual improvement of all Quality Control activities on assigned projects within the assigned sector. The role owns the project-level Quality Plan, the Inspection and Test Plan (ITP) library applied to the project, inspector deployment and competency, hold-point governance, and conformance-issue resolution. The QC Lead is the primary quality interface with the client, the Project Manager, and subcontractors, and is the escalation authority for stop-work and non-conformance decisions at the project level


KEY RESPONSIBILITIES
  • Develop, maintain, and enforce the project Quality Plan in accordance with the Sector Quality Manual, contract requirements, and applicable codes (e.g., ASME B31.3/B31.4/B31.8, API 1104, AWS D1.1, NETA, NFPA 70E as applicable).
  • Lead the development, review, and approval of project-specific Inspection and Test Plans (ITPs), procedures, and inspection report templates.
  • Direct the deployment of QC Inspectors across project work fronts; ensure inspector qualifications and certifications align to scope (API 1169, CWI/CWS, NACE/AMPP, ASNT NDT Level II/III, etc.).
  • Own hold-point management and witness-point coordination with client representatives and third-party inspection agencies.
  • Govern conformance: issue, track, and close Non-Conformance Reports (NCRs); lead root-cause analysis and corrective/preventive action plans.
  • Interface daily with the Project Manager, Construction Manager, and client QC representatives; participate in pre-job, daily, and turnover meetings.
  • Ensure all quality records (inspection forms, NDT reports, test packages, weld maps, calibration records) are completed, controlled, and uploaded to the Common Data Environment (CDE/EDMS) in accordance with the Document Control workflow.
  • Drive Quality Tracking Program (QTP) data capture and trend analysis at the project level; report weld repair rates (WRR), NCR aging, ITP on-time performance, and document control compliance to the Director of Quality.
  • Lead testing and turnover quality activities including system walkdowns, punch list closure, and final turnover documentation.
  • Mentor and evaluate QC Inspectors; identify training and certification gaps and execute development plans in coordination with the Training Team.
  • Support proposal and estimating teams with QC staffing ratios, plan inputs, and quality cost line items for bid submissions.
  • Provide expert quality input during pre-mobilization reviews; confirm QC readiness before any project start (no QC = no start).
  • Lead internal and external quality audits at the project level; close audit findings within agreed timelines.
Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related technical field; equivalent demonstrated experience considered.
  • Minimum 3 years in a QC leadership role with direct supervision of inspectors.


Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.

POSITION REQUIREMENTS

Experience
  • Minimum 10 years of progressive QA/QC experience in Oil & Gas, midstream pipeline, or Power-sector construction.
  • Experience with EDMS/CDE platforms and digital quality tracking systems.
  • Proven experience administering an Inspection and Test Plan library and managing NCR/CAPA processes.

Skills and Knowledge
  • Active certification in one or more of: API 1169 (Pipeline Construction Inspector), AWS CWI/CWS, NACE/AMPP CIP Level II or III, ASNT NDT Level II/III.
  • Demonstrated working knowledge of applicable codes: ASME B31.3/B31.4/B31.8, API 1104, AWS D1.1, and applicable owner specifications.
  • Strong written and verbal communication skills; ability to represent the company in client and regulatory meetings.

WORKING CONDITIONS
Travel to project sites is required.

This position is field based and often works within remote project locations. Travel and/or living in temporary accommodation is required. 

REPORTING RELATIONSHIPS
The Quality Control Lead reports to the Quality Control Director.
