Job Description Department Leadership & Governance Oversee and take full accountability for all operations of the Credit Policy & Credit Strategy Department (CS&GSTD) in accordance with the functions and responsibilities assigned by the Board of Directors (BOD). Represent the department in meetings with the BOD, CEO, and Bank’s senior leadership, presenting insights, recommendations, and professional opinions related to credit management and risk strategy. Develop and implement annual operational plans, ensuring the department achieves its short-, mid-, and long-term strategic goals. Credit Policy & Risk Management Framework Lead the development and enhancement of a comprehensive credit management policy system for all customer segments, aligning with Bank's business strategy, risk appetite, and regulatory compliance. Design, implement, and maintain internal credit approval frameworks, ensuring alignment with Basel II/III standards and Vietnamese banking regulations. Act as the focal point for all projects related to credit policy, credit risk strategy, and regulatory reporting. Supervise the preparation and submission of weekly, monthly, and ad-hoc reports related to departmental activities to Bank's leadership (Division Director, CEO, BOD). Operational Management Plan, organize, and oversee daily departmental operations; ensure efficiency, compliance, and risk control. Provide strategic direction and technical guidance to subordinates; ensure high-quality deliverables and risk alignment. Evaluate the outcomes of credit-related initiatives and ensure the department fulfills Bank's performance expectations and regulatory obligations. Monitor the implementation of approved credit policies across business units, providing guidance and corrective measures where needed. People Management Manage, assign, and evaluate staff performance; develop talent pipelines and succession plans for the department. Recruit, coach, and motivate team members to achieve high performance, professionalism, and accountability. Recommend reward and disciplinary actions based on performance assessments. Internal Communication & Stakeholder Engagement Ensure clear, accurate, and timely communication between the department and Bank's management bodies. Demonstrate strong presentation, negotiation, and persuasion skills in both internal and external communication. Represent Bank's in industry meetings, forums, or working groups related to credit and risk management. Requirements Experience & Professional Background At least 5 years of management experience in banking, credit policy, or risk management. Proven expertise in credit management, Basel II/III capital adequacy, and risk measurement modeling. Preferred candidates have successfully led or participated in projects implementing Circular 41 capital adequacy calculations or IFRS 9 expected credit loss modeling. Technical & Analytical Skills Strong understanding of credit approval processes, credit risk frameworks, and regulatory compliance. Ability to analyze, design, and optimize credit policy structures for diverse customer segments. Capable of identifying and mitigating credit risk through data-driven analysis and risk modeling tools. Leadership & Strategic Thinking Excellent organizational and project management skills, with the ability to plan, monitor, and execute multi-phase projects. Strong decision-making skills with a strategic mindset toward sustainable credit growth and risk control. Proven ability to develop innovative solutions for complex policy or operational challenges. Communication & Representation Outstanding communication, presentation, and negotiation abilities in both Vietnamese and English. Strong interpersonal skills and the ability to influence and collaborate effectively with senior stakeholders. Education Bachelor’s degree or higher in Finance, Banking, Economics, or Business Administration. Certifications in Risk Management (e.g., FRM, PRM) or Basel/IFRS 9 implementation are an advantage.
