Hiring range: $22.34 to $27.92 Per Hour

Position Summary:

The Financial Services Specialist provides exceptional customer service to residents, businesses, and internal customers by assisting with utility billing, cashiering, account management, and related financial services. This position performs a variety of administrative, technical, and financial duties requiring accuracy, attention to detail, sound judgment, and the ability to manage multiple priorities in a fast-paced environment.

The Specialist works collaboratively with other City departments and outside agencies while maintaining confidential information and ensuring compliance with City policies and procedures.

Specialist I

  • Provide exceptional customer service by assisting customers in person, by telephone, and through email.
  • Establish new utility service accounts and process service transfers, disconnections, and account updates.
  • Research and resolve customer questions regarding utility billing, payments, and City services.
  • Assist customers with registering for and navigating online account services, including online utility payments, account management, and EyeOnWater.
  • Process customer payments, issue receipts, and accurately balance daily cash drawers.
  • Schedule meter investigations and coordinate service requests with other City departments.
  • Contact customers regarding delinquent accounts and explain available payment options in accordance with City policies.
  • Open and distribute high-volume incoming mail for City departments.
  • Answer high-volume calls for the City's main switchboard and the Revenue Services Division.
  • Maintain accurate customer records and documentation.
  • Perform other related duties as assigned.

Specialist II

In addition to the duties listed above:

  • Manage online utility service applications and respond to customer email inquiries.
  • Review applications for completeness and obtain any required supporting documentation.
  • Ensure service requests are processed accurately and completed in a timely manner.
  • Verify customer information and meter readings to ensure accurate billing.
  • Research billing discrepancies and resolve account issues.
  • Add and maintain special account notes and service order information.
  • Process SurePay (automatic payment) authorizations and weekly electronic payment files.
  • Order office supplies for the Revenue Services Division and City Mail Room.
  • Assist with utility billing software testing, system updates, and process improvements.
  • Assist with special projects and departmental initiatives.
  • Verify applications for accuracy and confirm that the correct start meter read is entered for accurate billing.
  • Performs other duties as assigned.

Qualifications:

Education and Experience:

High school diploma and one year of customer service experience involving public contact, cash handling, account maintenance, or administrative support; or an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position.

  • Ability to explain City policies, procedures, and utility billing practices.

  • Ability to handle difficult customer interactions with professionalism and tact.

Physical Demands And Working Conditions:

  • Work is performed in a normal City office environment
  • Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
