\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nAre you a current State of Connecticut employee looking to advance your career?� If so, read below and apply today!\r\n\r\n\r\nThe State of Connecticut Department of Administrative Services (DAS) invites current State of CT employees to apply for the position of�Human Resources Generalist 2�to join the Recruitment Services unit within the Department of Children and Families (DCF).\r\n\r\n\r\n\r\nWHAT WE CAN OFFER YOU\r\n\r\n\r\nAs a state employee, you would continue to have access to the following:\r\n\r\n\r\n\r\n\r\n\r\n Visit our new State Employee Benefits Overview page!\r\n Professional growth and development opportunities.\r\n A healthy work/life balance to all employees.\r\n\r\nTHE ROLE\r\n\r\n\r\n\r\n\r\nThe HR Generalist 2 will be accountable for providing on-site agency support, including, but not limited to, workforce planning, classification/organizational design consultation, and managing the full-cycle recruitment process for assigned positions.\r\n\r\nResponsibilities include, but are not limited to:\r\n\r\n\r\n\r\n Managing the recruitment process, including establishing and assessing the appropriate job classification, processing the request through the agency's internal procedures, interviewing and selecting candidates, and using the State’s applicant tracking system (ATS), JobAps, and Human Resources Management System (HRMS), Core-CT;\r\n Addressing talent needs and other key issues to ensure alignment with statewide goals and applicable laws;\r\n Collaborating with dedicated Human Resources teams and employees in specialty administrative areas, such as leaves, benefits, workers' compensation, and labor relations, to coordinate the end-to-end HR solutions to meet any operational challenge;\r\n Conducting new employee orientation;\r\n Partnering with and advising agency managers and staff on Human Resources policies and practices;\r\n Interpreting and applying union contract language;\r\n Ensuring employment compliance within all areas of responsibility by adhering to applicable laws, policies, collective bargaining agreements, and the State's reemployment and SEBAC guidelines;\r\n Initiating and participating in projects that further Human Resources and recruitment capabilities.\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n Monday - Friday\r\n Full-time (40 hours per week)\r\n First shift (8:00 AM - 4:30 PM)\r\n Location: Hartford, CT\r\n Hybrid position (telework and in office)\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is deployed at an agency and is accountable for independently performing a full range of human resources duties as an agency business partner.\r\nIn a state agency outside of the State's centralized Human Resources structure this class will be accountable for independently performing a full range of human resources and other related duties.\r\n
EXAMPLES OF DUTIES
\r\n \r\n Advises agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.;�\r\n Partners with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs;�\r\n Communicates with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships;�\r\n Approves agency’s classification and position management transactions and ensures proper organizational structure;�\r\n Assists in ensuring compliance with applicable state and federal laws, regulations, policies and procedures;�\r\n Advises employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation;�\r\n Performs job audits, or other fact finding techniques, related to individual job classification and job classification studies;�\r\n Facilitates human resource transactions, including promotions, demotions, transfers;\r\n Maintains human resource information systems within assigned agency;\r\n Independently handles reclassification grievances;�\r\n Administers various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection and on-boarding hires;�\r\n Prepares or oversees the preparation and maintenance of relevant documentation and records;�\r\n Counsels and makes referrals to employee assistance programs;�\r\n Participates in the recruitment and hiring of staff, including outreach, interview and selection;\r\n Ensures all records, files and folders are maintained, updated and digitized, where applicable;\r\n May assist, coordinate, implement, oversee, and/or provide training and/or staff development programs;�\r\n May support related agency strategic needs;�\r\n Performs related duties as required.\r\n \r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n \r\n Knowledge of\r\n \r\n human resources management;\r\n relevant state and federal laws, statutes, regulations, policies and procedures;\r\n employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation;\r\n human resources information systems;�\r\n labor relations;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;�\r\n conflict resolution skills;\r\n \r\n \r\n Ability to\r\n \r\n work effectively in a matrixed organization;�\r\n analyze and balance customer’s needs with laws, regulations, policies, procedures and collective bargaining agreements;\r\n supervise;�\r\n strategically plan including succession planning;�\r\n apply innovative solutions to organizational problems.\r\n \r\n \r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the junior working level in human resources management or equal employment opportunity/affirmative action or labor relations management. \r\nNOTE: For state employees this experience is interpreted at the level of a Human Resources Generalist 1, Human Resources Associate, or Equal Employment Opportunity Specialist 1. \r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n For state employees one (1) year as a Human Resources Generalist 1, Human Resources�Associate, or Equal Employment Opportunity Specialist 1 may be substituted for the General and Special Experience.\r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience managing state recruitments using the JobAps applicant tracking system\r\n Experience maintaining employee records using a Human Resources Information System (HRIS)\r\n Experience interpreting and applying statutes, regulations, policies, and collective bargaining agreements\r\n Human Resources experience within a multi-site unionized environment\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.\r\n Incumbents in this class may be required to travel.\r\n\r\n
