We are seeking an mining and environmental Regulatory Subject Matter Expert with deep New Mexico regulatory expertise. This individual will provide technical leadership, regulatory strategy, and client-facing advisory support focused on legacy mine sites. The role supports project delivery, business development, and regulatory risk management across reclamation, remediation, and mine closure activities. 

Responsibilities

• Serve as the regulatory SME for legacy mine site remediation and reclamation activities in New Mexico
• Advise clients on permitting, compliance, enforcement risk,  and remediation strategy
• Lead regulatory assessments, audits, corrective action programs, and closure planning
• Interface directly with state and local regulatory agencies
• Monitor regulatory trends, enforcement priorities, and rulemakings
• Support proposal development, client negotiations, and strategic growth initiatives
• Mentor and develop internal technical staff

• Bachelor’s degree in engineering, geology, environmental science, or related field
• 15+ years of  regulatory experience related to legacy or active mine sites
• Demonstrated leadership in remediation, reclamation, and enforcement negotiations
• Excellent technical writing and executive communication skills
• Willingness to travel

• Investigation, and remediation requirements governed by the New Mexico Environment Department (NMED) and U.S. Environmental Protection Agency (EPA) Region 6 , including soil and groundwater protection, corrective action, and site closure standards

• Surface Mining Control and Reclamation Act (SMCRA) and New Mexico Mining and Minerals Division (MMD) regulations, including bond release requirements

  1. • Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) / Resource Conservation and Recovery Act (RCRA) corrective action programs, and consent decrees. 

•Clean Water Act (CWA) in support of National Pollutant Discharge Elimination System (NPDES), Spill Prevention, Control, and Countermeasure (SPCC), Stormwater Pollution Prevention Plan (SWPPP)• Coordination with the New Mexico State Land Office (NMSLO) for operations on state trust lands, including permitting and surface use requirements

• Regulatory interface with federal agencies such as the Bureau of Land Management (BLM) for projects on federal lands, including NEPA considerations and federal permitting requirements

• Support for remediation, enforcement actions, and legacy site management in alignment with state and federal regulatory expectations

Holiday Pay - Holiday pay is provided for eligible employees. GHD observes 9 holidays per year. Holiday pay will be based on the regular set schedule for the employee

Wellness Benefit- Regular full-term employees are eligible to participate in the wellness reimbursement  program. GHD will reimburse 50% of the cost of the following to maximum of $250.00 reimbursement annually for such items as: Health club membership fees, Home exercise equipment purchases, Bicycles, Race, run & marathon entrance fees, Smoking cessation programs, Weight loss programs (i.e.—Weight Watchers, Jenny Craig), Fitbits and Fitness Tracking devices

Salary Range: $94,050 – $117,563.00 based on experience and location.
