POSITION DUTIES
Program & Policy\r\nEvaluation & Analysis. Identify issues that may be of Commission's interest\r\nand discuss with supervisor in connection with DSM programs (approved and\r\nproposed). After supervisor approves further action, collect data and conduct analyses/evaluations\r\nof the issue(s) and make recommendations for the supervisor's, and\r\nsubsequently, the Commission's review.�\r\nMeetings and Roundtables.\r\nParticipate in meetings and roundtables, as assigned, with state and federal\r\ngovernment agencies (e.g., DOE), utilities, consultants, and interested parties\r\non matters pertaining to energy policy development, specifically energy\r\nefficiency, demand response,�smart grid or other demand\r\nside management related activities. Discuss issues with supervisor and provide\r\nreports with recommendations for the Commission's review on such activities as\r\nthey may affect the customers in Maryland.�\r\nWritten Comments and\r\nTestimony. Analyze, prepare, and recommend action on bucksheet assignments.\r\nPrepare written and oral testimony for hearings before the Public Service\r\nCommission. Testify in hearings before the Public Service Commission. Assist\r\nlegal counsel in preparing cross examination questions.�\r\nMonitor national/ regional\r\nwholesale energy markets and industry organization related to demand side\r\nmanagement issues, including participating in meetings at the FERC and PJM.\r\nDiscuss issues with supervisor and provide reports with recommendations for the\r\nCommission's�review on such activities as\r\nthey may affect the customers in Maryland.�\r\nPerforms other duties as\r\nassigned.\r\n
MINIMUM QUALIFICATIONS
Public Service Commission Regulatory Economist\r\nI\r\nExperience: Four years of\r\nexperience performing�utility, energy policy, economic or econometrically\r\nbased�analysis.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor's\r\ndegree in Economics, Engineering, Business, Finance, Accounting, Statistics or\r\nMathematics from an accredited college or university for the required\r\nexperience.\r\n2.�Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in accounting\r\nclassification or accounting specialty codes in the accounting and budget group\r\nfield of work on a year-for-year basis for the required experience.\r\n�\r\nPublic Service Commission Regulatory Economist\r\nII\r\nExperience: Five years of\r\nperforming utility, energy policy, economic or econometrically-based analysis,\r\nincluding one year of experience�with a public service commission,\r\nconsulting organization or regulated enterprise.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor's\r\ndegree in Economics, Engineering, Business, Finance, Accounting, Statistics or\r\nMathematics from an accredited college or university and one year of experience\r\nwith a public service commission, consulting organization or regulated\r\nenterprise performing utility, energy policy, economic\r\nor�econometrically-based analysis for the required experience.\r\n2.�Candidates may substitute the possession of a\r\nMaster's degree in Economics, Engineering, Business, Finance or a�related\r\ndiscipline from an accredited college or university for�the required\r\nexperience.\r\n3.�Candidates may substitute U.S. Armed\r\nForces�military�service experience as a commissioned officer in\r\naccounting classification or accounting specialty codes in the accounting and\r\nbudget group field of work on a year-for- year basis for the required\r\nexperience.\r\n

Preferred Qualification:\r\nA degree in Environmental Science\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle.\r\n\r\n\r\nEmployees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n\r\n
