~1 min readHousing Forward is a backbone organization that leads the development of an effective homeless rehousing system. In partnership with 100+ public, private, and nonprofit institutions, we make the experience of homelessness in Dallas and Collin Counties rare, brief, and non-recurring.
Housing Forward is responsible for planning, implementation, and performance management of the homeless rehousing system. The Performance Management Team aims to build the capacity of the homeless services sector by leading efforts to analyze performance data, design improvement strategies, and provide training and technical assistance to service providers.
The Performance Management Specialist works with the Director of Performance Management to evaluate system and program performance, provide technical assistance, and deliver training to homeless service providers within the Dallas and Collin County Continuum of Care (CoC). This role supports the development, refinement, and implementation of community-wide performance management policies, procedures, and strategies, including active participation in workgroups, trainings, and CoC activities, as well as ongoing analysis of program performance data to drive continuous improvement.
Responsibilities
~1 min readUnder the supervision of the Director of Performance Management, the Program Management Specialist will:
Conduct routine performance analyses for homeless services providers and assist providers in interpreting performance outcomes and designing improvement strategies
Collect and organize information, statistics, and other data sources for system level performance evaluation and improvement planning
Support development and maintenance of CoC written standards, policies, and procedures.
Support the planning and implementation of HUD’s annual CoC competition process
Establish, monitor, and refine system and project-level performance benchmarks
Develop and manage technical assistance, capacity building, and performance improvement plans to impact agency performance
Support program compliance monitoring of Housing Forward subgrantees and CoC programs in accordance with CoC monitoring policies and procedures
Maintain familiarity and competency with national best practices related to homeless system components including homeless prevention/diversion, emergency shelter, street outreach, rapid rehousing, and permanent supportive housing
Stay current on federal, state, and local homeless program regulations including HUD’s CoC and Emergency Solutions Grants (ESG) program
Coordinate and facilitate relevant workgroups and ongoing meetings.
Coordinate and facilitate relevant groups of individuals with lived experience
Plan and coordinate sponsored trainings with local partner agencies.
Coordinate, facilitate, and provide staff support to the various meetings and activities of the CoC.
Provide high level staff support for CoC committees and work groups.
Research and analyze best practices that will improve housing programs and the CoC’s homeless response system.
Strong oral and written communication skills
Results-oriented self-starter with motivational skills
Excellent standards of customer service and professional communication
Training and coaching experience preferred
Experience with federal grants and regulations a plus
Experience with data analysis a plus
Experience with homeless or housing programs preferred
Excellent computer skills with proficiency in Microsoft Office, especially Excel

Housing Forward considers normal hours of operation Monday – Friday from 8:00am-5:00pm. Some nights and weekend meetings might be required to meet the need of partner agencies, property owner schedules or to represent Housing Forward at community meetings.
