Under the overall supervision of the Chief of Mission (CoM) in the Republic of Moldova and the direct supervision of the Project Officer (Shelter and Settlements), and in coordination with relevant units, the Project Associate (Cash-Based Interventions & Information Management) will support the implementation of Cash-Based Interventions (CBI) and related information management activities. The incumbent will assist in beneficiary data management, reporting, and field-level implementation, maintain data accuracy, proper documentation, and follow IOM procedures and data protection standards, while supporting coordination with the implementing partner to for timely and effective CBI programme delivery.

  1. Assist in the implementation of Cash-Based Interventions (CBI), including participation in needs assessments, beneficiary registration, verification, and assistance delivery, in line with IOM standards and procedures. 

  2. Assist in maintaining and updating beneficiary data in relevant systems (e.g. RedRose, Kobo), with attention to accuracy, completeness, and data protection standards. 

  3. Support the application of standard operating procedures (SOPs), tools, and methodologies for cash programmes. 

  4. Perform data cleaning, validation, and basic analysis, and provide feedback to improve data collection and data management processes. 

  5. Maintain proper documentation, filing, and archiving of programme and beneficiary records in accordance with IOM standards. 

  6. Support Field Teams and Implementing Partners in the implementation of cash activities and provide basic support for quality delivery and accountability to beneficiaries. 

  7. Support coordination with financial service providers for daily data updates, transaction tracking, and smooth management of cash transfers and beneficiary withdrawals. 

  8. Compile and verify programme data and support the preparation of daily, weekly, and monthly reports, including 5W reporting and other information products. 

  9. Conduct regular field visits to support implementation, monitor activities, and liaise with field teams, implementing partners, and service providers. 

  10. Support data enumerators and registration teams on data collection tools and processes. 

  11. Support the management of complaints and feedback mechanisms, including timely responses and confidentiality of beneficiary information, and assist in resolving operational challenges. 

  12. Support coordination with internal units, field teams, and partners for effective implementation of project activities. 

  13. Assist Monitoring and Evaluation (M&E) activities, including post-distribution monitoring (PDM) for cash-based interventions. 

  14. Support the organization of meetings, trainings, and workshops, including logistical and administrative arrangements. 

  15. Assist with procurement-related processes, payment requests, and follow-up on cash transfers and related financial processes. 

  16. Provide general administrative and operational support to the programme as required. 

  17. Perform such other duties as may be assigned.

Requirements

EDUCATION

  • Bachelor’s degree in Social Sciences, Development Studies, Economics, Statistics, Information Management, Business Administration, or a related field from an accredited academic institution with three years of relevant professional experience

  • High school degree with five years of relevant professional experience.

EXPERIENCE

  • Experience working in humanitarian settings;

  • Demonstrated experience and knowledge in cash-based programming;

  • Experience liaising with governmental authorities, other national and international institutions and NGOs, and maintaining effective local partnerships including with the private sector;

  • Experience in supporting project management and implementation; 

  • Strong experience with databases, assessment tools and reporting.

SKILLS

  • Knowledge of the fundaments of CBI;

  • Familiarity with systems used in humanitarian sectors and ability to lear new tools quickly;

  • Ability to communicate effectively with vendors and beneficiaries;

  • Strong knowledge of Accountability to Affected Populations tools and methodologies.

 

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English, Romanian and Russian is required. (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
