Technical Business Development Strategist – Transmission Planning

This role combines deep transmission planning and power systems expertise with strategic market development and consultative business development. You will help identify, shape, and pursue opportunities with utilities, transmission owners, and ISO/RTO organizations across the North American power market. Rather than traditional sales, the position relies on technical credibility to understand complex grid challenges and connect them with relevant engineering solutions. You will research market signals, regulatory developments, transmission investments, interconnection activity, and emerging system needs to identify high-value opportunities. The role works closely with transmission planning leaders, business development teams, and technical subject matter experts to develop account strategies, scopes of work, proposals, and client engagements. You will also remain technically engaged with evolving transmission technologies and planning methodologies while building relationships with industry decision-makers. This is a remote U.S. position with occasional travel of approximately 10% or less.

Develop and execute strategic market development plans across the North American transmission sector, identifying where transmission planning capabilities align with current and emerging utility and ISO/RTO needs.

Research utilities, transmission owners, and ISO/RTOs, including transmission expansion plans, regional planning processes, regulatory filings, interconnection queues, reliability needs, large-load growth, generation retirements, renewable integration, and planned transmission investments.

Monitor developments from FERC, NERC, regional entities, state regulators, utilities, and ISO/RTOs and translate regulatory, policy, reliability, and market changes into potential business opportunities.

Track emerging bulk power system challenges, including data center and large-load integration, inverter-based resources, system strength, stability, renewable integration, transmission expansion, and changing resource characteristics.

Identify organizations facing technical or regulatory challenges that align with available capabilities and develop clear engagement strategies based on client needs and market timing.

Develop data-informed target client lists, account strategies, and business development goals in partnership with transmission planning and commercial leadership.

Serve as a technically credible representative in discussions with utility and ISO/RTO engineers, managers, directors, executives, and other industry stakeholders.

Engage clients in technical discussions to understand planning needs, system challenges, interconnection activity, reliability concerns, resource constraints, study requirements, and future initiatives.

Communicate capabilities across transmission planning disciplines, including steady-state, short-circuit, transient and voltage stability, electromagnetic transient (EMT), interconnection, large-load integration, and related studies.

Identify opportunities involving advanced technologies and challenges such as inverter-based resources, data centers, renewable generation, BESS, HVDC, FACTS devices, system strength, control interactions, and ride-through performance.

Ask informed technical and business questions to uncover broader or longer-term client needs beyond immediate requests.

Build trusted relationships through technical credibility, industry awareness, curiosity, and a strong understanding of how transmission organizations plan and operate their systems.

Research target accounts and identify decision-makers, technical leaders, procurement stakeholders, and other influential contacts relevant to transmission planning services.

Develop account-specific engagement plans covering stakeholders, technical challenges, relevant capabilities, regulatory drivers, competitive considerations, relationship gaps, and next steps.

Partner with business development and account management teams to coordinate outreach and expand relationships across planning, operations, interconnection, engineering, regulatory, procurement, asset management, and executive functions.

Work with transmission planning leaders and technical experts to convert identified client needs into qualified opportunities and preliminary scopes of work.

Help define technical approaches, study requirements, deliverables, assumptions, schedules, and resource needs based on client discussions.

Develop substantial portions of technical proposals and scopes of work while coordinating final technical validation with appropriate subject matter experts.

Support proposal strategy, positioning, differentiators, win themes, technical messaging, RFP reviews, and bid/no-bid decisions.

Maintain continuity from initial market intelligence and client engagement through opportunity development, proposal preparation, and handoff to technical delivery teams.

Maintain technical currency in transmission planning practices, reliability requirements, modeling approaches, emerging technologies, and industry challenges.

Periodically participate in transmission planning studies or strategic technical initiatives to maintain practical familiarity with methodologies and capabilities.

Maintain awareness of industry tools and platforms such as PSS®E, TARA, PSLF, DSATools, PSCAD, EMTP-RV, and related transmission planning technologies.

Participate in relevant industry working groups, technical committees, conferences, utility meetings, ISO/RTO events, and technical forums to build relationships, gather market intelligence, and strengthen industry presence.

Share relevant technical, regulatory, competitive, and market intelligence with business development and transmission planning leadership.
Requirements

Hold a Bachelor's degree in Electrical Engineering, Power Systems Engineering, or a related engineering discipline.

Bring at least 7 years of experience in transmission planning, power systems engineering, electric utility operations, ISO/RTO planning, engineering consulting, or a closely related field.

Demonstrate significant hands-on experience performing or overseeing transmission system studies and analyses.

Have experience working with electric utilities, transmission owners, ISO/RTOs, or other bulk power system organizations.

Understand how transmission planning organizations operate and how planning, operations, interconnection, engineering, regulatory, procurement, and executive stakeholders interact.

Demonstrate experience developing technical scopes, proposals, study plans, engineering recommendations, reports, or comparable client deliverables.

Possess strong technical knowledge of transmission system planning and bulk electric system performance.

Have working knowledge of power flow, contingency analysis, short circuit, transient stability, voltage stability, interconnection, and other core transmission planning methodologies.

Understand emerging transmission challenges involving inverter-based resources, large electronic loads, data centers, renewable generation, BESS, system strength, and changing grid dynamics.

Have knowledge of EMT applications and high-fidelity simulation for evaluating control interactions, ride-through performance, wide-area system behavior, HVDC, FACTS, and advanced power electronics.

Understand NERC reliability standards, FERC requirements, ISO/RTO planning processes, and regional transmission planning practices.

Be able to analyze regulatory filings, transmission plans, interconnection activity, capital programs, industry publications, and other market intelligence sources and translate them into potential client opportunities.

Demonstrate the ability to connect regulatory, technical, reliability, operational, and investment drivers to specific client needs and consulting opportunities.

Be capable of translating complex transmission system challenges into well-defined technical scopes of work.

Possess strong research and analytical skills with the ability to synthesize information from multiple sources into actionable strategies.

Demonstrate strong consultative communication skills and the ability to engage naturally with highly technical and executive-level utility and ISO/RTO stakeholders.

Be capable of independently researching target accounts, identifying stakeholders, developing engagement strategies, and advancing opportunities.

Have strong technical writing skills for proposals, scopes of work, presentations, and client-facing materials.

Be comfortable collaborating across business development and transmission planning teams while independently driving assigned strategies and initiatives.

Be willing and able to travel occasionally, approximately 10% or less.

Preferred qualifications include 10+ years of transmission planning, utility, ISO/RTO, or power systems consulting experience.

A Professional Engineer (PE) license or advanced degree in Electrical Engineering, Power Systems, or a related discipline is preferred.

Experience with major North American planning regions such as ERCOT, MISO, PJM, SERC, IESO, AECI, or comparable environments is preferred.

Experience with large-load, generation interconnection, renewable integration, stability, EMT, or other advanced transmission studies is preferred.

Experience with PSS®E, TARA, PSLF, DSATools, PSCAD, EMTP-RV, or comparable industry tools is preferred.

Existing relationships within the electric utility and transmission industry and experience building relationships across technical and leadership organizations are preferred.

Experience in technical consulting, business development, account strategy, proposal development, or client advisory services is preferred.
