LOCATION OF POSITION

Main Purpose of Job

The\r\nGeologist I provides frontline review, evaluation, and management for\r\nconditions of known or suspected oil contamination in the Western Region of the\r\nOil Control Program’s (OCP) Remediation Division. �The incumbent is required to work in the field and primarily in Prince\r\nGeorge's, Calvert, Charles and St. Mary's counties.� Incumbent may be asked to assist in other\r\ncounties as required by case load and availability of personnel and will be\r\nrequired to report to the Baltimore headquarters at least one day per week.� The Division implements\r\nthe mandate of Environment Article 4-401, et seq as it applies to regulated\r\npetroleum substances by overseeing, managing, and directing the technical work\r\nof tank owners, operators, and environmental contractors. The Division is\r\nresponsible for the remediation of petroleum releases throughout the state. The\r\nincumbent in the position will review and evaluate conditions of known or\r\nsuspected oil contamination to determine the extent, level and type of\r\ninvestigation and remediation needed and when site investigation and\r\nremediation has been completed. The incumbent will also evaluate the threat or\r\nrisk to public health and the environment, offers technical expertise and\r\nensures the enforcement of applicable statutes, regulations, permits, and\r\npolicies pertinent to OCP. The incumbent will perform job functions within the\r\nState of Maryland, primarily in the Western Region of OCP’s Remediation\r\nDivision. Emergencies, vacancies, and caseload may require performance of job\r\nduties in other areas of the State.� \r\n�\r\nThe working conditions of this position may involve:\r\n\r\n\r\n Exposure\r\n to uncomfortable or unpleasant surroundings. \r\n Working\r\n conditions may include rough terrain, inclement weather, extreme heat or cold, plants\r\n with briars or capable of causing allergic response, and other site-specific\r\n conditions.\r\n Exposure\r\n to hazardous conditions, which may result in injury.�\r\n Field\r\n work may involve exposure to standard hazards associated with\r\n industrial/manufacturing and construction sites\r\n Special\r\n physical demands such as lifting 50 pounds or more\r\n The\r\n employee may be required to lift heavy manhole covers, sampling equipment and\r\n supplies, climb ladders, and wear respiratory protection while performing work\r\n activities.� \r\n Use of\r\n protective equipment such as hard-hat, safety shoes, googles, gloves, mask,\r\n etc.\r\n\r\n\r\n�\r\nThe incumbent in this position will be required to\r\ndrive a State vehicle. �If you maintain\r\nan out-of-state driving license, you must provide a certified copy of your\r\ndriving record for the appropriate Motor Vehicle Administration at the time of\r\nappointment. Individuals must maintain a driver's license with no more than 5\r\npoints on their driving record in order to drive a State vehicle.\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.\r\nExperience: None.\r\nNote:�Candidates may substitute U.S. Armed Forces military service�experience at a rank of Corporal/Petty Officer or higher as a�commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for- year basis for the required education.�\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nPlease note that your answers to the supplemental\r\nquestionnaire must correspond to the information provided on your application\r\nto receive credit.\r\nIt is\r\npreferred that the selected candidate has the following:�\r\n\r\n\r\n Willingness\r\n to perform work in both office and field settings \r\n Coursework\r\n in Physical Geology and Hydrogeology \r\n Knowledge\r\n of Maryland regulations regarding oil spills and cleanup requirements\r\n Strong\r\n oral and written communication skills \r\n Possession\r\n of OSHA 40-hour Hazardous Waste Site Worker (Hazwoper) training\r\n\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n2. When assigned to an environmental program at the Maryland Department of the Environment, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website. \r\n

SPECIAL REQUIREMENTS

The Maryland Department of the Environment (MDE) Medical Monitoring Program\r\n(MMP) is designed to detect health risks or adverse effects of occupational\r\nexposure to hazardous materials and to direct targeted treatment and\r\noccupational illness/injury prevention strategies.� MDE employees who may\r\nbe exposed to hazardous materials are required to participate in a\r\npre-placement, regular and/or post-termination medical examination.� MDE has determined that this\r\nposition be part of the MMP; therefore, applicants selected for employment must\r\nsuccessfully complete and pass the medical monitoring examination\r\nas a condition of employment. Information regarding the MMP is provided by the\r\nMaryland Department of the Environment or may be obtained at the federal\r\nOccupational Safety and Health Administration website.\r\n�\r\n1. Employees in this classification may be required to\r\nwalk over rough or unstable terrain or over long distances while wearing\r\npersonal protection equipment such as respiratory protection equipment.\r\n2. Employees in this classification may be subject to\r\nongoing medical testing in accordance with the U.S. Occupational Safety and\r\nHealth Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste\r\nOperations and Emergency Response.\r\n\r\n\r\n3. Employees in this classification may be subject to\r\ncall-in on a twenty-four hour basis and, therefore, will be required to provide\r\nthe employing agency with a telephone number where they can be reached.\r\n
