LOCATION OF POSITION

Main Purpose of Job

This position\r\nwill be responsible for receiving, accounting, and accurate recording of\r\ncapital equipment, tracking movement of inventory, inventory reconciliation and\r\npreparation of excess property disposal, and missing and stolen reports in\r\naccordance with State laws, regulations, standards and procedures, and\r\nDepartment of General Services Inventory Control Manual.\r\n

POSITION DUTIES

Capital Equipment Duties/Functions:\r\n\r\nCollects the annual capital equipment inventories submitted by the barracks/locations\r\nto the Department Property Section via electronic devices, such as, scanned and\r\nor Excel worksheet reports to ensure compliance with submission due dates and\r\nall applicable policies and standards required by the Department of General Services\r\nand/or the Department of the Maryland State Police.\r\n\r\nVerifies the annual capital equipment inventories received in the Department\r\nProperty Section for accuracy and completeness. Identify any incomplete or\r\ninsufficient annual capital inventory reports and return them to the\r\nAccountable Property Officers with explanations and request corrected reports\r\nwithin set time.\r\n\r\nMaintains and updates the master inventory database inventory records system\r\nusing the MSP Form 195s, and MSP Form 119s received from the barracks/locations\r\nin reference to acquisitions, transfers, and disposals.\r\n\r\nReconciles the master inventory detail database inventory records to the annual\r\ninventory records submitted by the barracks/locations and issues exception\r\nreports to resolve any discrepancies.\r\n\r\nInstructs and/or trains, and a resource to the MSP Accountable Officers for all\r\nlocations on the proper handling and procedures on documenting the physical\r\nannual capital equipment inventory.\r\n�\r\n�Performance of Monthly Receiving Duties:\r\n\r\nReceives capital equipment and complete the capital equipment entries�into\r\nthe master inventory database and the Fiscal Management Information System\r\n(FMIS). Compare packing slips with purchase orders, and review packing slips to\r\nensure they are complete and accurate.�Resolves any discrepancies. Barcode\r\nand package capital equipment after verification of an accurate shipment.\r\nNotifies the requester to pick up capital equipment and ensures the requisition\r\nis signed by the receiving party.\r\n�\r\nMaintains records related to receipt, issuance, and control of\r\ncapital equipment. Catalog and maintain electronic copies of all requisitions,\r\ninvoices, and packing slips for all purchase orders and credit card orders.\r\n�\r\nPerformance of Alternate Department Property Officer:\r\n\r\nServes as the Alternate Department Property Officer as defined by the\r\nDepartment of General Services. Responsible for all State property acquisitions\r\nand disposals in the absence of the Department Property Officer.\r\n\r\n1. Initiates and implements internal inventory control procedures and makes\r\nrecommendations for improvements.\r\n\r\n2. Coordinates and initiates action to take physical inventories\r\nof�capital equipment.\r\n\r\n3. Maintains inventory records for fixed assets.\r\n\r\n4. Receives and assesses Excess Property Declarations from the Property Unit.\r\n(Determines is the excess property is needed by the Department, the accuracy of\r\nthe declaration, and forwards declarations when property is no longer needed).\r\n\r\n5. Reports missing and stolen property in accordance with DGS policies and\r\nprocedures.\r\n\r\n6. Reconciles physical inventories to inventory records.\r\n\r\n7. Reconciles inventory records to the control account.\r\n\r\n8. Verifies reconciliation of individual inventory records with physical\r\ncounts by random sampling.\r\n\r\n9. Certifies completeness and accuracy of the Department's physical\r\ninventories.\r\n\r\n10. Ensures the completion of the Department's Annual Inventory Report.\r\n�\r\nAssists Department Property Officer/Command Staff to update and\r\nprepare all required reports to administer the inventory program, and any other\r\nduties and/or tasks as assigned.\r\n\r\nAttend all mandatory trainings and seminars required to perform essential job\r\nfunctions.�\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an\r\naccredited high school or possession of a high school equivalency certificate.\r\n�\r\nExperience: Four years of\r\nexperience in the disposal of surplus equipment, materials and supplies.\r\n�\r\n\r\n\r\nNotes:\r\n1. Candidates may substitute\r\neducation at an accredited college or university may be substituted at the rate\r\nof 30 credit hours for each year of experience, for up to 2 years of the\r\nrequired experience.\r\n\r\n\r\n2. Candidates may substitute U.S. Armed Forces military service\r\nexperience as a non-commissioned officer in Supply and Logistics classifications\r\nor Supply and Materials Control and Management specialty codes in the supply\r\nfield of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred\r\nqualifications. It is important that you include clear and specific information\r\non your application regarding your qualifications.\r\n�\r\nPreferred Qualifications:\r\n1. Knowledge\r\nand/or experience with the State of Maryland Department of General Services /\r\nMaryland State Police policies and standards for the collection of capital\r\nequipment property and inventories.\r\n2.�Experience at\r\na large, high-volume facility receiving, accounting for and accurately\r\nrecording capital equipment to include tracking the movement and reconciliation\r\nof inventory.\r\n�\r\n3. Experience using the State of Maryland’s Financial Management\r\nInformation System (FMIS) and other proprietary inventory databases, including\r\nmaterial handling and the use of barcoding and barcode scanning equipment.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this\r\nclassification may be assigned duties which require the operation of a motor\r\nvehicle. Employees assigned such duties will be required to possess a motor vehicle\r\noperator’s license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

Some positions in this\r\nclassification are assigned duties which require the individual to be examined\r\nby a physician after an offer of employment, applicants for such positions will\r\nbe given a medical examination to certify the ability to perform the essential\r\njob functions.\r\n
