Introduction

Anticipated openings for the 2026-2027 School Year (September 2026 - January 2027).\r\n\r\n\r\n\r\nThe Maryland School for the Deaf provides an inclusive, language-rich environment for deaf and hard of hearing students from birth through age 21. Rooted in a bilingual education approach, we ensure full access to American Sign Language and English across comprehensive academic, extracurricular, and student life programs. In partnership with families and communities, we empower students to think critically and develop a sense of self and belonging.\r\n\r\n\r\n\r\nThis posting will be used to fill anticipated vacancies in\r\nboth the Second Shift and Overnight Shift. These positions may have one of the\r\nfollowing work schedules:\r\n������� Second\r\nShift:\r\no\r\nSunday (4 PM – 12 AM) and Monday – Thursday (2 PM – 10 PM),\r\n8 hour Shifts; or\r\no\r\nMonday – Thursday (2 PM – 12 AM), 10 hour Shifts\r\nor\r\n������� Overnight\r\nShift\r\no\r\nMonday – Friday (12 AM – 8 AM), 8 hour Shifts; or\r\no�Monday evening – Friday morning (10 PM – 8 AM), 10\r\nhour Shifts\r\n\r\n\r\n

Main Purpose of Job

A Residential Child and Youth Care Practitioner (RCYCP) at the Maryland School for the Deaf is the full performance level of work providing guidance to deaf and hard of hearing students by serving as a mentor and role model, offering advice and assistance with everyday life skills, and providing referrals to other staff at the Maryland School for the Deaf.\r\nEmployees receive general supervision from a RCYCP Supervisor, School for the Deaf, or from a designated administrator. Employees might be asked to work evenings, nights, weekends, holidays and on other campuses. Employees may be required to travel to various locations for events such as field trips, workshops, and recreational activities.\r\n

POSITION DUTIES

Maintain a safe environment and ensure of student’s safety\r\nat all times;\r\n�\r\nPossess responsibility for the students at all times;\r\n�\r\nMakes parents/guardian and teacher contact 1 time a week or\r\nas required by supervisor;\r\n�\r\nInforms parents of student development through telephone\r\ncalls, letters, and meetings with the Parent, Teacher, and Counselor;\r\n�\r\nInteracts with students to offer them guidance and discuss\r\ntheir problems as needed, and serves as a mentor and role model for their\r\nassimilation into the deaf culture;\r\n�\r\nTeaches and assists student in complying with daily and\r\nweekly schedules of completing homework, sleeping, eating, cleanliness of their\r\nliving areas and performing personal hygiene;\r\n�\r\nDocuments and reports and reviews student concerns to the\r\nRCYCP Supervisor;\r\n�\r\nAssesses emergency and crisis situations, makes appropriate\r\ncontacts and referrals, and provides interim emergency medical and other\r\nassistance until specialized assistance is available;\r\n�\r\nDevelops, implements, and monitors student activities;\r\n�\r\nMaintains weekly reviews on student’s progress/developments\r\nin the dorm with team;\r\n�\r\nMay participate in the development of educational programs\r\nand workshops;\r\n�\r\nMay supplement classroom instruction by tutoring students\r\nin academic subjects;\r\n�\r\nMaintains strict confidentiality of students and school\r\npersonnel information;\r\n�\r\nParticipates in appropriate professional development;\r\n�\r\nMay make periodic safety checks of doors and windows of\r\nstudent residences;\r\n�\r\nProvides support while traveling to and from events such as\r\nextracurricular activities, workshops and field trips.��\r\n�\r\nEmployees may be subject to call-in based on staffing\r\nneeds.\r\n�\r\nIndividuals who are assigned to perform the direct care responsibilities\r\nrelated to activities of daily living, self-help, and socialization skills in a\r\nresidential child care program;\r\n�\r\nPerforms other related duties.\r\n

MINIMUM QUALIFICATIONS

Education: Must be either 21 years old with graduation from an accredited\r\nhigh school or possession of a high school equivalency certificate.\r\n�\r\nOR\r\n�\r\nAt least 18 years old with possession of an Associate\r\nof Arts degree or a Bachelor’s degree from an accredited college or\r\nuniversity.\r\n�\r\nExperience: One year of experience providing guidance to deaf\r\nand hard of hearing youth and assisting them with everyday life skills in a\r\nstudent life setting.\r\n�\r\nNote: Candidates may substitute additional education from an\r\naccredited college or university at the rate of sixty credit hours for the\r\nrequired experience.\r\n�\r\n\r\nFluency in American Sign Language is required for this\r\nposition.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the physical, emotional and social aspects of deafness;\r\n�\r\nUnderstanding of Legal and Ethical Issues in Residential Care;\r\n�\r\nPost secondary training in counseling, child development, or education;\r\n�\r\nExperience at a residential school for the deaf or another residential\r\nchildcare facility;\r\n�\r\nExperience in teaching and caring for children and youth with and without\r\ndisabilities;\r\n�\r\nPossess Maryland medication administration or equivalent certification;\r\n�\r\nAbility to learn emergency medical procedures;\r\n�\r\nAbility to maintain a dormitory environment conducive to positive student\r\ndevelopment;\r\n�\r\nAbility to work harmoniously with students and with other employees.\r\n�\r\nHold\r\nor obtain a valid driver license.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.\r\nEmployees in this classification will be required to obtain and maintain\r\nRCYCP certification.\r\n2.\r\nEmployees in this classification may be assigned duties which require\r\nthe operation of a motor vehicle. Employees assigned such duties will be\r\nrequired to possess a motor vehicle operator’s license valid in the State\r\nof Maryland.\r\n\r\n3. Employees in this classification will be trained in\r\ncardiopulmonary resuscitation and first-aid training leading to\r\ncertification. These certifications must be kept current as a requirement\r\nof residential childcare licensure by the Maryland Department of Human\r\nServices.\r\n

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be\r\nproficient in American Sign Language and in written English.\r\n�\r\n2. Employees in this classification will be required to\r\npass a medical examination and an annual screening for tuberculosis as a\r\nrequirement of residential child care licensure by the Maryland Department\r\nof Human Services.\r\n�\r\n3. Employees in this classification are subject to\r\nsubstance abuse testing in accordance with Code of Maryland Regulations\r\n17.04.09, Testing for Illegal Use of Drugs.\r\n�\r\n4. Employees in this classification will be required to\r\napply for a criminal background check as a requirement of the Family Law\r\nArticle, Section 5-551, Annotated Code of Maryland.\r\n�\r\n5. Employees in this classification are required to obtain\r\nResidential Children and Youth Care Practitioner certification (within 180 days\r\nof hiring) and maintain the certification.\r\n�\r\n6. Employees in this classification are required to have at\r\nleast 40 hours of Department of Human Service (DHS) training hours annually and\r\n20 hours of Continuing Education (CEU) every two years for their RCYCP\r\ncertification.\r\n\r\n\r\n7. Candidates will need to provide three letters of\r\nrecommendation.\r\n

BARGAINING UNIT STATUS

In accordance with AFSCME Article 44, all positions\r\nadvertised as contractual are temporary assignments. Such assignments may\r\ninclude, but are not limited to, short-term grants, defined temporary projects\r\nlasting 24 months or less, emergency basis appointments for 12 months or less,\r\nretirees from State service, and positions less than fifty percent (50%)\r\nfull-time equivalent (FTE).\r\n�\r\nPlease note that all contractual agreements and\r\nstaffing allocations are subject to adjustment based on student enrollment and\r\noperational needs.\r\n

BENEFITS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
