National Consultant: SRH Programme Analyst

UNFPA seeks a SRH Analyst as a national consultant to be based in Honiara to support the coordination of UNFPA humanitarian response activities on SRH and GBV. The consultant has to coordinate with the provincial Ministry of Health RMNCAH (Reproductive, Maternal, Newborn, Child and Adolescent Health) unit and the provincial Ministry of Women, Children, Youth and Family Affairs. 

The consultant will be reporting to the UNFPA Programme Specialist based in Solomon Islands, and with close the PSRO Humanitarian team, she/he/they would work as part of a multi-disciplinary humanitarian team of staff who will deliver the Humanitarian Response Plan of UNFPA for STC Maila in Solomon Islands. The consultant will also have a reporting line to the Humanitarian Specialist based in Suva, Fiji

The consultant will be in Solomon Islands, based in Choiseul, but with travel in Western and Honiara and other parts of the country, when appropriate.

Between 6 and 11 April 2026, Category 5 Severe Tropical Cyclone Maila caused widespread devastation across the Solomon Islands, severely impacting the provinces of Western, Choiseul, Isabel, Guadalcanal and the Central Islands. The Government of the Solomon Islands declared a state of disaster on 10 April 2026 for Western and Choiseul provinces. The cyclone has significantly disrupted essential health services, resulting in reduced access to SRH services and increased risks of exposure to GBV. Health infrastructure has been severely impacted, including damage to secondary-level facilities and multiple primary health centres, critically weakening service delivery capacity. An estimated 3,640 pregnant women in Western, Choiseul and Isabel provinces face limited or no access to life-saving maternal health services, including 400 who are expected to give birth within the next month without assured access to skilled birth attendance or emergency obstetric care. In Choiseul alone, where 9.5 per cent of births already lacked skilled birth attendance pre-crisis, the disruption of transport to Honiara’s tertiary facility significantly heightens the risk of maternal and neonatal mortality

Job Purpose:

The work will be primarily conducted in Choiseul, Solomon Islands. Where requested by the Director of RMNCAH or UNFPA, travel will be required to attend or undertake provincial meetings, visits and training, costs of which will be supported by the requester.

The following are required tasks within the consultancy services to be provided. 

• Coordinate efforts in strategically positioning UNFPA’s advocacy on critical SRHR and GBV issues in the humanitarian efforts in Western and Choiseul Provinces; 
• Attend the Health and Protection meetings in Choiseul and Western provinces to advocate for SRH and GBV; 
• Coordinate with various stakeholders in ensuring the timely implementation of UNFPA Response Activities. 
• Coordinate the building of partnerships with regional and local government units, non-government organisations, civil society, communities, inter-faith groups, co-UN agencies, and development partners to improve the impact of UNFPA humanitarian response; 
•  Contribute to identifying and coordinating potential resource mobilisation initiatives and opportunities to further widen and diversify UNFPA’s investments on SRHR in the field. 
• Support visibility of activities by drafting and compiling available content for use in communication by MHMS and/or UNFPA 
• Document and disseminate programme delivery and advocacy activities, including support to audio-visual documentation, for the purpose of multi-media coverage and overall visibility. 
• Support the gathering and compilation of information necessary for MHMS and UNFPA monitoring and reporting, including programme and financial reports, together with the development of M&E tools where appropriate. 
•  Perform other duties as may be assigned by the Programme Specialist.

• A healthcare qualification such as nursing, midwifery or medicine (with a strong preference for a midwifery qualification) 
•  Minimum of a (Bachelor’s) degree in health sciences (nursing, midwifery, medicine, or other health sciences), public health, health promotion, 
• Master’s degree in public health, reproductive health, gender, epidemiology, social development, social sciences such as management, health economics, international development, public administration or other relevant fields is required.

•  Minimum of two (2) years of professional experience, preferably in programme/project management in the public or private sector, especially in development. 
• Knowledge and practical experience in sexual and reproductive health in a leadership capacity is essential 
• Previous experience in engaging with humanitarian response is preferred. 
• Experience in knowledge management in the duty station and in international cooperation is strongly desired. 
• Sound knowledge of the social and cultural realities of Solomon Islands. 
• Experience working or partnering with the Solomon Islands Ministry of Health in a management role is an asset. 
• Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable. 
• Proficiency in MS Office Packages, database management and the Internet. 
•  Proven track record of teamwork and ability to foster stakeholder engagement and coordination.
   

• Fluency in English and Pidgin is required
