Click�here�for more information\r\n\r\nPosition Highlights\r\n\r\n\r\n This position is centrally located in Hartford, CT and the hours of work are 8:00 AM to 4:30 PM, but the hours can be flexible based on operational needs.\r\n These units require daily on-site staff presence; therefore, telecommuting is not available for this opportunity. Due to the processing nature of these units, attire standards are business casual.\r\n Manage overall day-to-day operations;\r\n Oversee outsourcing budget for the data capture vendors and ECM programming vendor;\r\n Oversee agency wide scanning of correspondence, returns and payments;\r\n Oversee all mailroom functions including daily pickups at multiple locations, logging of certified mail and all outgoing mail;\r\n Oversee the duplicating area which generates all outgoing print job correspondence (bills, notices, delinquencies, tax return mailing, etc.);\r\n Work with the business office on approving invoices for vendors, equipment and major supply orders;\r\n Evaluate current staffing levels and develop plan to fill staffing needs created through attrition;\r\n Document workflow of inbound and outbound mail in processing;\r\n Expand the use of existing hardware and software to track bottlenecks;\r\n Develop reports to manage and evaluate work volumes in all areas to be shared with agency management;\r\n Review current processes in the units and develop a long-term plan for streamlining processes;\r\n Work with the agencies Oversight unit (responsible for upgrading the agencies integrated tax administration system and taxpayer self-service portal) to make recommendations based on volume to increase electronic data collection and reduce paper processing in the agency;\r\n Identify strengths and weaknesses in the unit and work on a reorganization plan to bring the unit to an operationally efficient status;\r\n Cross train staff to support needs of the unit during the peaks in tax filing season.\r\n\r\nYour Role\r\n\r\n\r\n\r\n In this role, you will manage and counsel on the day-to-day operations of the unit. The units are responsible for the collection and processing of all inbound mail to the department as well as the creating and mailing of all outbound correspondence/notices.\r\n A major objective of this position is to review current functions, processes, and organizational structure in the unit and develop a long-term plan for streamlining processes and document the workflow for the inbound and outbound mail processes.\r\n In this role, you will expand the use of existing hardware and software to track bottlenecks and create reports to manage and evaluate work volumes in all areas. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Operations Division this class is accountable for assisting the Tax Operations Chief in the administration of the programs and operations of the division.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Assists in administration of staff and operations of the Operations Division including direction of staff in the Processing, Registration, Accounts Receivable and Corrections subdivisions in receiving and processing of all state tax returns and corresponding documents, timely deposit of all state tax revenue, generation of bills, credits and refunds, registering Connecticut businesses and issuing appropriate permits and licenses, maintenance of internal accounting system and execution of programs designed to ensure accuracy and validity of all taxpayer information;;\r\n Assists in development, implementation and evaluation of division policies, goals and objectives;�\r\n Assists in design and development of division programs and activities;\r\n Assists in implementation of new procedures and procedural revisions;\r\n Assists in determining appropriate staffing levels and directs management and coordination of staff;\r\n Assists in design and implementation of performance review standards for division staff;\r\n Assists in preparation of division budget;\r\n Maintains contacts with individuals within and outside of division who might impact on policy or program activities;�\r\n Assists the Chief in determining impact and implementing changes to ensure conformance with applicable state laws and department policy;�\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May assist in drafting proposed legislation covering tax statutes;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n and ability to apply relevant state and federal laws, statutes and regulations;�\r\n financial data systems;�\r\n registration, processing, examination and accounts receivable operations;\r\n \r\n \r\n Knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n accounting and auditing techniques and principles;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills.\r\n \r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in technical work in taxation or a large computerized financial record keeping system.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity.\r\n\r\n\r\nNOTE:\r\n\r\n\r\n Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for professional staff.�\r\n For state employees this experience is interpreted at the level of a Tax Operations Unit Supervisor.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in business administration, accounting or taxation may be substituted for one (1) additional year of the General Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

• Experience overseeing a unit responsible for intake and processing of correspondence, returns and payments.\r\n• Experience with organizational, verbal and written communication.\r\n• Experience with process improvement techniques and methods.\r\n• Experience managing and collaborating throughout all levels of a diverse staff to achieve common goals.\r\n• Experience leading staff by thinking critically, managing productivity, defining expectations and establishing measurable goals.\r\n• Technical knowledge of scanning, processing and/or high-volume mail equipment.\r\n
