Main Purpose of Job
The Maryland Community Health Resources Commission (CHRC) is seeking an Administrative Specialist to assist with fiscal, budgetary, and grant-monitoring responsibilities. Created by the Maryland General Assembly in 2005 to expand health service access in underserved communities, the CHRC’s duties have grown significantly due to recent legislation. The agency currently manages a portfolio of more than 160 open grants totaling $165 million.\r\n\r\n\r\nReporting directly to the Chief Financial Officer (CFO), the candidate provides administrative and fiscal support to the CFO and the CHRC.� Along with routine and complex administrative duties, the role also assists with fiscal tracking, budget monitoring, review of grantee Expenditure Reports and supporting documentation, processing payments to grantees and vendors, assisting with the processing of grantee grant modification requests, and assisting with other reporting requirements. The incumbent ensures accuracy and timeliness in the preparation of fiscal documents, assists in coordinating grant monitoring activities, and supports the CFO in maintaining compliance with State fiscal policies. �The successful candidate must demonstrate strong organizational skills, attention to detail, solid verbal and written communication skills, a commitment to excellent customer service, and the ability to manage multiple priorities in a professional and efficient manner.\r\n\r\n\r\nThis position is eligible for hybrid telework (60%).\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.\r\nNotes:�1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess a bachelor's degree from an accredited college or university and three years� of administrative, budgetary, or fiscal or professional experience. Grant management or non-profit experience preferred. The desired candidate should also possess expert�level MS Excel�skills;�deep�understanding�of�fiscal�stewardship and experience�in�change�management. Proficiency in R*STARS and the Financial Management Information System (FMIS) preferred, but not required.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
SPECIAL REQUIREMENTS
Candidates may be responsible for providing their own transportation�as needed to access meetings, remote locations, and job destinations as assigned.\r\n

BENEFITS
\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
